Passport SE not appearing even in disk utility

I have had my passport SE for years .  I lost its cable and haven't used it in over a year . Recently I replaced the cable  but now it wornt appear on any PC or Mac . I'm running Mac lion

 

the light on the side of it lights up but that's the only sign of it working .

It doesn't appear in disk utility and I can't figure out why its not working

Did you test the drive using another computer, also do you feel the drive spinning?
