WD LIVEWIRE ACROSS POWER PHASES

I have an installation where the home is essentially divided in two across two different breaker boxes. One half of  the home is in subpanel A and the other half is in subpanel B. I need Livewire to transmit from side A to side B. The signal is robust up to the end of side A, but no signal on side B. Would a capacitor across the AC phases allow the signal to pass as it does in the X-10 world? If so, would I still use a 0.1MF capacitor as I do in X-10 or would it be a different size for the frequency of the data I'm transmitting?

The livewire will not work from one breaker to another. Don't really know if you can use the capacitor would work.
