WDBAAU0020HBK-01 not booting on startup

I need my WD external drive to boot sooner when my PC starts. Actually I don't know if it is Windows that doesn't recognise it on startup or if the drive simply doesn't boot. The problem is that it starts around a minute after Windows finished loading and that causes me some troubles because some other softwares need it to boot before them in order to work properly. I recently reinstalled a fresh version of Windows 7 and since then I have this problem. Before the reinstall, the drive was recognised (or booted) soon enough not to cause any problem. Could I have some assistance please?

That's a Windows issue, the drive needs to be seen by the computer in order to boot. Windows determine the time it will take to see the drive during the booting process.
