Wd elements 1042 500gb detection on every restart

As the title speaks for it self every time i restart my computer i can't see my external hdd on my computer screen. There is no "loading drivers" notification on start menu or any usb device plugged in as i can see. The solution i find for this situation is to simply remove usb from my hdd and re plug it in. When i do that windows can detect it and it runs without any problem. All i need to know is if there is a way to make windows detect it without replugging it.
Problem might be occuring becuse i formatted my hdd when i first got it through windows and it deleted "auto play" files on hdd.
System : Windows 7 64bit
Device : Wd elements 1042 usb 3.0 (500 gb)

Have you tried using different USB ports or using another power socket? You can also run a test with DLG.
