external hard drive won't boot up

My external 500 gb hard drive was working great but then when i hook it up I only get a solid blue light ( use to be a blue light that went back and forth when in use)  My computer won't reconize it and I do not think it is spinning any more  ( if is  is very quiet)   Ideas?  help!   Thanks...
